Meet the Team
Richard Rey joined CSE Insurance Group in November 2013 as President and CEO.
Mr. Rey brings to CSE more than 20 years of experience in the insurance field, having served in claims management, actuarial, and executive roles. He began his career in France at MAAF Assurances, a subsidiary of the COVEA Group. In 1991, he became the Director of their auto accident department before being promoted to Senior Vice President of Actuarial Statistics. Most recently, Mr. Rey was the President and CEO of COVEA Re and COVEA Lux. He has also served on the boards of NEXX Assurances and NOVEA.
Mr. Rey holds a Masters degree from University of Poitiers and is a graduate of the Institute of Actuarial Studies. He is a collector of French and Belgian comics and enjoys the outdoors. An avid runner, Mr. Rey has also participated in 20 marathons since 1989.
Pam Burrows joined CSE in 2016 to lead HR transformation supporting the business strategy.
Prior to joining CSE, Pam spent 18 years in the defense industry as an HR leader successfully partnering with business leaders across organizations and geographic boundaries, providing talent acquisition, talent management, organization development, and employee and labor relations expertise to large client groups in the U.S. and internationally. Pam also wrote award winning proposals with NASA and the Department of the Army, and served as the HR transition leader for multiple contract awards.
Pam is a Six Sigma Specialist and has led teams through process improvement projects and organizational change. She holds a Master of Science degree in Organization Development from the University of San Francisco.
David Carmany is responsible for leading CSE Insurance Group's personal lines and commercial lines product management and underwriting. These teams provide the product features and operational service support for our customers.
David brings over 20 years Property and Casualty insurance experience to CSE. He began his insurance career as a commercial lines underwriter and has worked in underwriting management, marketing, portfolio analytics and product management.
David has also worked in start-up environments, moderated focus groups, placed treaty reinsurance with international markets. He has leveraged this diversity of experience to develop a number of innovative and award winning products, predictive models, and campaigns.
David earned his Bachelors degree from Augustana College, graduating with honors. He also holds Charter Property and Casualty Underwriter (CPCU) and Associate in Risk Management (ARM) designations. He served on the board at IBHS.
He lives in San Francisco with his wife and two daughters and enjoys many outdoor activities including biking, skiing, yoga and backpacking.
Mark has worked in information technology for more than 30 years. He joined CSE Insurance in 2014 as Chief Information Officer. Mark previously worked as the CIO for Wintec Industries located in Milpitas with a revenue of $300 million per year. While at Wintec, he managed IT and operations for North America and Asia while simultaneously handling all IT functions including software development, data center management, vendor relationships, technical support, disaster recovery, and strategic planning.
Prior to working at Wintec, Mark was the Chief Information Officer for Globalware Solutions and provided ecommerce and global supply chain services to a host of blue chip companies. Mark also served as a Director of Development at Esurance during their explosive online growth. While at Esurance, he was responsible for the architecture of their front end quoting system which was voted best of the internet for ease of use.
Additionally, he managed a large on and off-shore software development team of more than 100 developers. He studied in the Wharton Business School in San Francisco, CA. In his free time, Mark has several hobbies: he is a passionate snowboarder, sails catamaran, plays soccer, and, most importantly, loves being a father of three.
Mr. Dobrus is responsible for monitoring and guiding the company's finance department. His duties include overseeing the company's investment portfolio, budget management and financial operations.
Mr. Dobrus brings over 30 years experience to his position. He started as an engineer estimating the costs of major construction projects. Over time he moved into the accounting field, his professional experience incorporating programming systems plus multiple aspects of quantitative work in insurance including consulting, investment accounting and reinsurance.
Prior to joining CSE, Mr. Dobrus was Director of Actuarial and Financial Services for CAMICO Mutual Insurance Company. He recently served as Vice President, Financial Comptroller, Treasurer and Secretary for Coast Brokers Insurance Services and consultant and project management engineer for Pacific Gas & Electric.
Mr. Dobrus received a BS degree in Industrial and Systems Engineering from the University of Southern California while attending school on an athletic scholarship. He has earned an MBA from UC Berkeley and is presently working toward a Doctorate of Business Administration at Golden Gate University.
Randy Farless joined the CSE executive team in February 2015. He is responsible for the administration and coordination of all departments within Sales and Marketing along with setting the direction and goals to achieve profitable growth through increased sales and retention in all product lines. He oversees the development and maintenance of the agency distribution system to provide an effective sales force for CSE, while supervising marketing intiatives to deliver support of sales efforts.
Randy holds a Bachelor of Science (BSBA) in Marketing from University of Arkansas, and maintains a long history of proven success in his field. He previously served as the Senior Vice President of Sales and Marketing for Donegal Insurance Group, where he created sales processes, practices, and training that drove top line growth and profit through their independent agent channel. Randy also served as SVP of Sales and Marketing for Fireman's Fund Companies, creating the sales and distribution strategy for Personal, Commercial and Specialty lines of business and driving growth through independent agencies, brokers, and wholesalers. Before his time at Fireman's Fund, Randy was the VP of Agency Distribution at Horace Mann and the VP of Marketing at Safeco Insurance Company, where he started his career in the industry.
Ryan is CSE Insurance Group’s Chief Actuary, responsible for oversight of analysis and modeling. He directly leads the Pricing, Actuarial Reserving, Reporting and Portfolio Management teams.
Ryan spent the majority of his insurance career with Allianz. At Fireman’s Fund, he served in numerous actuarial functions, building pricing strategy for property and casualty lines, as well as leading reserve analysis for all lines of business. Previous to CSE, Ryan was Regional Actuary for AIG, responsible for Commercial Casualty pricing in the Northwest region.
Ryan was admitted as Fellow of the Casualty Actuarial Society in 2009, and is a Member of the American Academy of Actuaries. He holds a B.S. in Applied Mathematics from the University of California, Davis.
Mike Suzuki has direct responsibility over CSE Insurance Group’s personal and commercial lines underwriting and customer service teams reporting to David Carmany (SVP of Technical Operations). He has more than 20 years of experience in the Property and Casualty industry.
Mike came to CSE as a Portfolio Underwriting Supervisor and has since served in a variety of management positions including Personal Lines Underwriting Manager and Underwriting Director. Most recently, Mike was Assistant Vice President of Insurance Operations overseeing CSE's operational groups and portfolio management.
Mike began his insurance career with Safeco Insurance Company as a personal lines underwriter within their Western Regional office in Fountain Valley, CA. He has also held underwriting positions in GeoVera Insurance Company and as a home office underwriter responsible for auditing and compliance of the Western Region within Fireman's Fund's home office in Novato, CA.
Mike earned a Bachelor's degree in Finance from the University of Southern California and a Master's degree in Management from Boston University. He also holds the Chartered Property Casualty Underwriter (CPCU) and Associate in Insurance Services (AIS) designations.
Patrick is CSE Insurance Group's General Counsel and Corporate Secretary. He is responsible for the overall legal, regulatory, and compliance areas of the company. He joined CSE in 2014.
Patrick has over fifteen years of experience in the insurance industry. Prior to joining CSE, Patrick practiced for a decade at Foley & Lardner LLP, where he represented corporate clients in complex business litigation and insurance coverage cases. Patrick began his professional career at Farmers Insurance Group as an Accounting Supervisor and a Senior Product Management Analyst.
Patrick received his law degree from the University of California, Davis School of Law (King Hall), where he was the Editor-in-Chief of the U.C. Davis Law Review. He received his undergraduate degree from the University of Southern California, Leventhal School of Accounting (B.S., cum laude, Accounting).
